Does Islam promote violence and killing?

Yes but there are many verses like this in the Old Testament of the Christian bible, too. It is true that Islam in general has very poor moral standards. Their punishments are always extreme and often unnecessary. They treat women in appalling ways. They kill their own family members for honor. So i would say yes in a way Islam does promote violence.
